Official Call For City of Manassas Republican
Mass Meetings and City Convention February 25, 2006 As Chairman of the City of Manassas Republican Committee and pursuant to the Plan of Organization and as recommended and directed by the committee, I, Anthony Kostelecky, do hereby issue this call for Precinct Mass Meetings and a City Convention to be held at Metz Middle School, 9950 Wellington Road, Manassas, Virginia 20110 on Saturday,
February 25, 2006 at 9:00 a.m. (Registration opens at 8:00 a.m. and closes at 9:00 a.m.) A schedule of the Convention follows. A voluntary fee of $5.00 will be requested, but not required, to attend the Convention for the purpose of defraying the cost of the meeting; there is no cost to vote in either the Precinct Mass Meetings or the Convention. The purpose of the Precinct Mass Meetings is to elect Delegates to
the City Convention. The purposes of the City Convention are: 1. To nominate three (3) Republican candidates for the Office of City Council for the City of Manassas. 2. To elect a Chairman of the City of Manassas Republican Committee to serve for a term of two (2) years. 3. To elect members of the City of Manassas Republican Committee to serve for a term of two (2) years. The number
of seats on the City of Manassas Republican Committee shall be allocated to represent the various voting precincts of the City of Manassas on the basis of one (1) seat for every 250 Republican votes cast in the 2005 Gubernatorial Election and 2004 Presidential Election, for a total of 43 seats. In addition, the City of Manassas Republican Committee shall have as many at large seats as are allowed by the Party Plan of the City of Manassas Republican Party. The basis of
representation on the City of Manassas Republican Committee shall be as follows: a. Baldwin Precinct: 7 b. Dean Precinct: 11 c. Hayden Precinct: 9 d. Metz Precinct: 8 e. Weems Precinct: 8
4. To elect up to 220 delegates and alternates to attend the Tenth Congressional District Convention of the Republican Party of Virginia. Manassas is entitled to 44 Delegate Votes at the District Convention. The Tenth District
Convention will be held on May 20, 2006 at 10:00 a.m. at the Wakefield School, 4439 Old Tavern Road, The Plains, Virginia 20198. A non-refundable registration-fee of $15.00 is required for all delegates and alternate delegates. Registration shall begin at 8:30 a.m. The purpose of the 10th District Convention is to elect a District Chairman. 5. To conduct such other business as may properly come
before the Convention.
Qualifications for Participation All legal and qualified voters of the City of Manassas under the laws of the Commonwealth of Virginia, regardless of race, religion, age, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested,
express in open meeting orally or in writing, as may be required, their intent to support all of the Republican nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. All participants must show a valid government-issued ID to enter the convention and must be present. No proxy or absentee ballots will be
allowed. Governing Rules The Mass Meetings and City Convention shall, to the extent applicable, be governed by and conducted in accordance with the following, in the order listed:(a) the State Party Plan, (b) the City of Manassas Republican Party Plan (c) this Official Call
(d) Robert's Rules of Order, Newly Revised (10th Edition)
Composition of the Convention The City of Manassas Republican Convention shall be composed of delegates and alternates of the respective precincts they represent. Representation shall be based on a ratio of the total number of Republican votes cast
in the City of Manassas in the 2004 Presidential election. Each precinct is allowed one (1) Delegate Vote for each twenty-five (25) Republican votes cast. The delegates and alternates shall be elected at Precinct Mass Meetings immediately preceding the City Convention. Each precinct is entitled to elect up to five (5) delegates per delegate vote, but no delegate vote shall have less than one-fifth of a vote.
Each precinct shall be entitled to at least one delegate and one alternate delegate. The number of Delegate Votes to which all participating precincts are entitled are as follows:Baldwin Precinct: 44 Dean Precinct: 67 Hayden Precinct: 57 Metz Precinct: 50 Weems Precinct: 50
Candidate Filing Requirements
EACH PERSON SEEKING TO BE A REPUBLICAN CANDIDATE FOR MANASSAS CITY COUNCIL SHALL SUBMIT A STATEMENT OFHIS OR HER NAME AND A NON-REFUNDABLE FILING FEE OF $250 PER OFFICE SOUGHT TO THE CHAIRMAN OF THE CITY OF MANASSAS REPUBLICAN COMMITTEE, WHICH MUST BE RECEIVED ON OR BEFORE 5:00 P.M. ON FEBRUARY 10, 2006 AT 9300 GRANT AVENUE, SUITE 200, MANASSAS, VA, 20110. (Postmarks do not count.) Candidates for the office of Chairman
of the City of Manassas Republican Party must file with the Chairman of the City of Manassas Republican Party, Anthony Kostelecky, 9300 Grant Avenue, Suite 200, Manassas, VA 20110, in writing and received no later than 5:00 p.m., February 10, 2006 and pay a filing fee of $250. The filing fee is not refundable. Each person seeking to be a member of the City of Manassas Republican Committee is required to:1.
file the pre-application form set forth below by 5:00 p.m. on February 10, 2006 at 9300 Grant Avenue, Suite 200, Manassas, Virginia 20110 and 2. pay the sum of $20.00, representing two (2) years dues. Members of the City of Manassas Republican Committee shall not be entitled to a refund of dues.
Individuals wishing to be delegates to the city or district convention must file, in writing, their
intentions no later than 5:00 p.m. February 17, 2006 to Anthony Kostelecky, 9300 Grant Avenue, Suite 200, Manassas, VA 20110, using a form prescribed by and available from the Chairman of the City of Manassas Republican Committee. To be a Republican candidate for the Manassas City Council, Chairman of the City of Manassas Republican Party or member of the City of Manassas Republican Party, you must be a registered voter in
the City of Manassas as of the filing date of 5:00 p.m., February 10, 2006. If the number of pre-filings for Delegate to the City Convention does not exceed the number of delegates allowed in each respective precinct, then all pre-filed persons shall be deemed elected for such precinct and no Precinct Mass Meeting will be held for that precinct. The Convention may be canceled by the Chairman of the City of Manassas
Republican Committee if there are no contested candidacies. Resolutions All resolutions shall be submitted, in writing, to the Resolutions Committee for consideration and presentation to the Convention. Each resolution shall be considered separately in the order contained in the committee report. Resolutions will be accepted on
